Where To Advertise A Forum.......

Most site's rules say no advertising, I've advertised at like 10 places and some members have come... I just need good a good and active place to advertise..

There are tons out there. Just take the time to look around.
Submit your forum to Google, MSN, Yahoo, Ask, etc.
Try to affiliate or do link exchanges to similar forums/sites.
Also try to be active on the forums you join.
Put your link in your sig.

The best way that I've found is word-of-mouth. If your site is compelling enough, showing your friends will be enough for them to tell others about it.
